Deliverable 4.2, Final Legal, Organisational and Financial Frameworks Report, was accepted by the European Commission in January 2003. The deliverable describes the legal and legislative situation for introducing road user charging in the eight cities of the project, with a consideration of how the management and delivery of such schemes will be organised, and the associated costs and revenues.
